Silicon is tough but not real tacky. You have to scrape it off. Use something like a real thin small flatheaded screwdriver. Be careful not to nick the tub or shower base. Get as much as you can off then re-caulk.

peeling and scraping is the only way if you are going to recaulk you have to get it all because nothing will stick to it it won't even stick to itself
