The flaps on a dogs ears obstruct them from being able to hear things clearly. When a dog is presented with a sound that they are interested in they tilt their head slightly to one side to move the ear flap away from the opening of their ear, thus enabling them to hear better.

I think it's just an expression of interest or curiosity on their part. My puppy cocks his ears and tilts his head when I talk to him or move around in front of him; I think it's the poochie equivalent of a person raising their eyebrows.

Lol. Mine does that all the time. They are actually listening for 'catch words' like, "Wanna go walking?" or "Wanna eat?" or "Wanna go for a ride?" Because humans use these phrases around their dogs often, dogs are keenly aware of what these words mean. I have to be careful not to say these words accidently, so the dog doesn't get dissapointed.☺
