Per my custody agreement, my ex-husband is to pay 1/2 the travel expenses for our daughter, but he has decided not to pay for her last two trips. Can I file a claim with the courts?

If it is court ordered then you can bring him in for contempt of court. good luck.

To file a motion with the court you may have to reopen your custody agreement case....I would try small claims court and then go on from there. Or just contact your attorney who handled the custody arrangement and reqeust that they write a strongly worded letter and hopefully, that will get him to bring out his pocketbook and pay what is owed.

The easiest way is small claims court. I've shown many fathers how to do it.

Yes, file a motion for reimbursement of travel expenses.
