  • Yes. You need to uninstal most programs before reinstalling them.
  • Not always. Some setup programs have repair functions, others overwrite the data needed.   • In my mind for the easiest and most though way to solve a software problem is to Uninstall the program, restart the computer, run Internet Options and delete the Browsing history and all the other stuff it takes care of then Run the Disc Cleanup and clear out everything but Compress files and restart the computer Again. Then Reinstall the Software, all the trouble is usually worth it unless something in the operating system is messed-up too- then it's evem more imvolved.
