I've walked on water many times with ordinary shoes. :) It's actually quite easy to cross a "frozen" lake. Ask the bugs! http://www.livescience.com/animalworld/041103_water_strider.html

shoes could be made with a large hollow section that would provide enough bouyancy to make you float, however they would have to be very wide and shallow in order to keep you from flipping over and because it would be hard to get right-side-up and you might drown.
