Common behaviour. He's bossing you around. Birds are the ultimate executives, they will do whatever it takes to go up the corporate ladder, including kicking their pals in the jewels to be top bird. Don't chase him back, just let him know in a stern ( no yelling) voice , using whatever your discipline word is, that you are the CEO, not him. Try a time out room, if he continues. ' Toos soon get it into their heads rather quickly that bad behaviour meritting a time out is to be avoided, as they desire socializing so much. The time out room is a last resort though, use your words first.
My bird would choke me in my sleep if he knew he'd rule the roost in the morning :)

It is can also be a dominate thing. He is still trying to tell you that he is the alpha male although you fee, water and clean up after him. Get down on the floor at his level and play some games. When you are standing he knows you are towering over him and it is challenging emotionally and physically. After 2 years mine has stopped doing the toe thing. He will follow and nestle next to my feet but he won't bite because I spend a lot of time "down" with him.

Remember a bird is like a 3 yo. You will never show him who is the boss. But sometimes he needs a nap. My Cockatoo will get aggressive at bedtime or if she is tired out. So I cover her up for an hour or so and she is good as new.

Plus toes are so much fun for a Cockatoo. They are beak sized and snapping at them makes their buddy jump and dance around the house for them.
