I got this from Brady Weiss:
I can tell you from my experience, moving around while serving is perfectly legal - as long as your opponent can SEE the ball, all of the time. When it leaves your hand, and when it hits the paddle, the opponent must be able to see the ball. You must also not impart ANY spin onto the ball when you throw it into the air, and it must be thrown at least 6" from a flat palm, while above the table.
Other than that, you can move around however much you want!
