If one was extremely devout but poor, would a temple recommend not be issued if the person did not pay tithing?

    Depends on what you term as poor.

    If you are Mormon you have to earn your way to heaven.

    Only those with a temple recommend are accepted to heaven. Any measure of gain, even the smallest measure without tithing, does not get a temple recommend. LDS has chosen to make temple recommends conditional and one must go through a yearly visit with a Bishop to get your pass to the temple. You have to be a "paid up" tithing member to enter an LDS temple.

    10 percent of nothing is nothing. If you do not make an income, but are obedient in all other areas, you will not have a recommend withheld from you.

      As I said in my answer to a similar question, one must be a full tithe payer to qualify for a temple recommend.  This means that one must pay 10% of his income or increase as tithing.

      If one has no income or increase, then 10% of that is nothing; so such a person can pay nothing, and be a full tithe payer.

      For less extreme values of poverty, the same principle applies to the poor as to the very wealthy; whatever income or increase you do manage to have, your tithe is 10% of that.  As Elder Gibby points out, this isn't any more of a sacrifice for the poor than for the wealthy.

    One of the things not mentioned, is that the Church welfare system is the "net" under the very poor. Having administered it for years at the local level, I can assure you that a poor member who has meager income, and who if a faithful Latter-day Saint, will not be taking food out of their childrens mouths to pay tithing...The Church will provide, and/or help them to provide for themselves..

    The answer is yes. You need to be a full tithe payer in order to be worthy to enter the Lord’s house. Let us look at Mal. 3:8-11. If we pay our tithing we will have sufficient for our needs. "Prove me now herewith, saith the Lord of hosts”, if even when we are poor, and pay our tithing we will be blessed, one of those blessings is being worthy to enter into the temple. Luke 21:1-4 is another example of making sacrifice. A tenth to a rich person is the same sacrifice to a poor person, it's 10%.

    If one was extremely devout they would be paying tithing. Either way making the sacrifice is required to recieve a temple reccomend / enter the temple. The law of tithing D&C 119:4 "...tithed shall pay one-tenth of all thier interest annually..." also has several promised blessings that we choose to recieve by paying tithing (see Malachi 3:8-12.) Thus the quickest way to get out of poverty is to pay tithing. But as previously stated if one is so extremely poor that they earn nothing. Then they are full-tithe payers paying nothing because 10% of 0 is 0.

    But also, if that is the case the church can ask for a 10% tithe in other ways.

    For members who have monetary income, that is where the 10% of money comes in to place, but if one does not have that type of income, the church may ask for another form of tithe.

    All-in-all the church will try and get some type of tithe from a member. In the end any form of tithe you give ties in to the Law of Consecration, which is to one day dedicate and give all our time, talents, and resources to the work of the Lord. This will prove ourselves worthy to live with God once again in the Kingdom of Heaven.
