It is if you are under a "lease agreement" that states a monthly rental price, that is for an entire year! If you rent month to month and there is no lease, the land lord can do what ever he wants in regards to raising the rent, but he does have to give you notice that it is going to go up so you have the decision to move out before the increase. Maybe you should talk to a lawyer!
