  • Yes, it is. There are consumer-grade devices available which can read a SIM card, store the data, then write it to another card. Bear in mind these devices only move the user-defined data, like phone numbers. It will not move carrier-specific things like account ID, encryption keys, etc. As it happens, I have just one such device unopened which I got at a Telecom trade show. It's from Gemplus, who make most of the world's SIM cards, and it's called a "SIM Backup Pack with MySIMcopier". It says it does up to 254 phone numbers and 30 text messages.
