All guys have them. The little bumps are just the spots where a hair grows. so if you shave then its just this little bump. Then the hair grows back out of the bump. Each bump has just one hair. That is why there are several bumps on your testicles.

They develop more during puberty, when the pubic hair first starts to come in, so if you're still growing your pubic hair, than that's more than likely to be it.
