I dont know if this helps. The only Jarvis I know about was Howard Jarvis who sponsored an ammend. in Cal. 1978. Prop.13 was passed. This was refered to as the "Jarvis-Gann Ammendment" and capped property taxes

In Minnesota a Jarvis petition is submitted to the court along with a petition for civil committment of a severe and persistent mentally ill person who is a danger to him/her self or others. The Jarvis is required when a the mentally ill person refuses neuroleptic (anti-psychotic) medications. A judge must determine that the medications are necessary and therefore court order a person to take the neuroleptic medication as recommended by their treating psychiatrist. Medication a patient against their will without a Jarvis is a violation of their rights and a violation of the MN Committment Act.
