    No. An oxidant is a substance that contains oxygen and that can react with another substance to produce a third material. Iron, for example, reacts with oxygen in the air to form iron oxide or rust, as it is commonly known. A carcinogen, on the other hand, is a substance that is known to promote the growth of cancer in a living organism.
