I got an answer on this off Yahoo . . . when taking a shower, after you shut off the water but before you dry, have a bottle of safflower oil in the shower with you and pour some in your hand and rub it on your body where you feel you have dry skin. I put it on my arms, legs and chest. Then towel dry. Evidently the molecules in safflower oil are small enough to penetrate further into ones skin than any other type of oil. It leaves my skin moist and smooth without being oily. I love it and will never use anything else. No scent either.
Johnson and Johnson "Purpose" is a great moisturizer, not too expensive and has been recommended to me by more than one doctor.
I use baby lotion. It's water-based and really gentle. If you tend to have oily skin, you should try to use moisturizers that are water-based to keep from adding to the oil you already produce, like you mentioned.

You're most welcome. Let us know how it works if you try it. You can buy safflower oil in the section with canola, etc.
