With the growing energy problem, why won't the US government loosen its regulations on hemp growing/research?

I fail the see the relevance of one to the other. Unless you are talking about the need to import hemp for production of clothing, etc., resulting in an unnecessary use of fossil fuel for transportation. There is no good reason for the government to have regulations against it. Fear that someone will slip a smokeable cannibis plant in there I guess. These regulations are being challenged even as we speak. It will be interesting to see how it turns out.
