No, because in the mind of the person doing the flashing, it's not about art! If it were, he would be stripping for an art class, or someone who wants to commemorate his body permanently so all can see his art. Flashers don't show their bits because it's in the name of art, they do it because it's exciting. Because they could get in trouble. Because there's a sexual vibe that comes along. It's not art, it's an ego thing and it's a mental health thing.
