Yes, with the following caveats: you must use a paint designed for use on tile and the surface must be properly prepared. There are several products on the market used for tile refinishing. Some are paints, which are used to cover the tiles without adding any texture. You can mask and paint with different colours to produce a new pattern, if you want. Some products are used to apply a new ceramic or ceramic-like surface over the tiles. Some of these products can be used on wall tiles and some on floor tiles. These produce a surface that can completely mask the tile and the grout lines and can have different textures applied. It is very important to use products designed for this prupose, to prepare the existing surface as per the manufacturer's instructions, and to apply the new surface as per the manufacturer's instructions. Failure to use these products properly can leave you with an ugly mess.

These paint pros know and can offer advice, Always follow manufactureres recommendations. PRoper preparation of the surface is important. You may need to use a 2 part epoxy.
