  • Unless you have a very high bandwidth internet connection, you're going to need a web host. Most residential connections simply do not have enough upstream bandwidth. Web hosting is cheap enough these days so that if your site is remotely profitable, it'll easily pay for itself. Also, CSS and HTML won't help you very much with eCommerce. You're going to need a server-side language like Python or PHP, along with a SQL database.
  • If you want something simple, I'd take a look at Zen Cart, OSCommerce, etc... The best part of these apps, is that you can purchase templates from templatemonster.com. So for less than 100$ you can have a site running accepting paypal in no time.
