Absolutely! As long as the content in your articles is relevant to your sites content. Just do not submit the same article more than once (even to separate directories) keep it unique. Search engines LOVE article directories and if your article content is good, people will use then on their sites which in turn gives you more incoming links from other sites with relative content.

Definitely if you insert your keywords as anchor text or have the keywords in the title.
