It would be difficult for a sex offender to move to Canada. As well as the work on child porn Canada works with international agencies to ensure sex offenders will not gain citizenship. Yes, his/her record would follow them to Canada and likely to many other countries too. --------------------- In 1998, nine countries participated in a multi-agency project conducted in Canada by the CCRA. The project's goals were to identify traveling child sex abusers and to stop the physical distribution of child pornography. Various Canadian agencies were linked to border control and customs activity, and points of entry into Canada were targeted. The project led to the arrest of 10 previously unknown child sex abusers. Interpol, domestic and foreign law enforcement agencies, the World Customs Organization, G8 countries and federal government departments and agencies - to stop the movement of child pornography, in Canada and around the world. Canada is a world leader in the fight against the sexual exploitation of children. Canadian laws in this area, including those provisions aimed at combating child pornography, are tougher than those in many countries. Canadian law approaches child victimization from a number of perspectives, including federal criminal law (offences and penalties) and provincial and territorial child protection legislation. Together, they provide a comprehensive regime to protect children from abuse, exploitation and neglect. http://canada.justice.gc.ca/en/news/nr/2001/doc_25853.html The Sex Offender Registration Act does not restrict where a sex offender can live. However, in accordance with federal law, if a sex offender moves to another state or “country”, the sex offender is required to notify the local law enforcement agency of the new state or country that he or she is moving into the area. Authorities in that state or country will determine whether he or she is required to register in that state or country. http://criminaljustice.state.ny.us/nsor/off_responsibilities.htm

Its depends on the country's law. In USA, immigrant from other country who is sex offender may not be applied to them, but law enforcement will be on a close watch. So, again its depends on the country. Canada is the world's leader in child pornography and exploitering crackdown country, which isn't true. All countries have similar problems, and there are a lot of sex offenders around the world which haven't been caught or never been caught in their life. To me, I view that sex offender usually not a bad person because we all are human. Human should accept other human, so catching sex offender wouldn't matter to them since they have more important thing to catch, such as killer or serial rapist. Child molestation offender is much harder to catch too, even if they move to other country. They will still do it anyway.

This whole sex offender thing has REALLY gotten out of hand. Predators, yes I am down with. Offenses on children, again, down with but I do find it unfair that the offenders who have sex with a girl close in age but shes under 18 have to register for the rest of their lives. Since when is this a life sentence? Its really unfair how our country works. It gets more communist by the minute.

To Answer your question, The way the US is going the only options Sex Offenders have left are 1- Stand together and fight back, even if it means to the death. put together an army and fight back. enlist everyone from arms specialist, communications, to battle field. This is their country and they are citizens, and their government will do them them like Hitler did the Jews. Its not a matter of if, just when. It will take blood shed to stop this in justice. Option two- Mexico is an easy country to get into and has no sex offender laws, however don't expect to live like you do in the us.

A sex offender is a felon. Felons can not get immigrant visas to other countries. All countries of which I am aware refuse immigration status to convicted felons of any kind.
