They are that shape because a cone is the simplest shape to manufacture that will hold a liquid.
Any other shape requires more steps in the manufacturing process (read folding and gluing), and no other shape, made of paper, compares in strength.
its made in that shape for the bosses ...you have to drink it straight away and can't take it back to your desk because you can't put it down ... there for less time waisted
Bonfireking made some excellent points. I'd also like to add that being a cone helps with storage space. A large amount of those cups can be stacked without being heavy or taking up that much space.
It's made that way so that people take less volume of water than they need - wasting less water and using all the water they take so they don't leave half full cups of water lying around.
