Is there any proof that the NSA or other governmental organizations do not control a significant part of The Onion Router (TOR)?

It is not possible to get proof that ANYTHING *isn't* happening. For all anyone knows, <insert entity here> already has complete control over the entire network and intends to keep that control secret, and if they're good enough there would exist no proof of their control. If you wish to rephrase the question to "Is there any proof that <insert entity here> DOES control..." I would answer none that I'm aware of, but I've heard rumors.
