  • Well, in order to determine whether or not something is ethical, we must evaluate the harm caused by doing it against the harm caused by not doing it. Some populations are not yet developed enough to handle (sociologically, politically, or psychologically) the information found on the internet. These populations may not accept the idea that people who disagree with them are to be respected. If a site or article is likely to cause large populations of people to call for war against another country, riot, etc, it may be more ethical to simply prohibit that article. I can only see it being ethical in extreme and rare cases, though.
