  • Each state is a little different but here you have to get the last owner to get a replacement title from the State DMV. It isn't that hard but like most government agencies, they take their sweet time.
  • Have the owner go through the bank to get a copy of the title.
  • Cash, Check, you might have to get a loan. I really don't know you well enough to solve all your problems. Why don't you come over, we will hang out, play some xbox and meditate on it.
  • the registered owner can get a replacement title. If the person says they cant do it, they are not the registered owner , and theres some kind of fraud going on. Dont hand over any more without receiving a title.
  • Have the owner file for a lost at the DMV. If he sells you a vehicle but doesn't give you the title the vehicle is technically still his since he has the primary document that proves who's it is.
  • The owner has to apply for a new title (and obtain) before he sells you the vehicle
