Invest in lots of quality pairs of bootcut jeans (thhe kind that flair slightly at the ankle to let you wear boots with them) the slight wideness at the ankle will help to balance out your wider thighs, hips and lower torso. If your hips and thighs carry most of your weight, buy a size too big and wear them hipster style as it will make your stomach and backside look a lot smaller- though avoid showing off your bare navel if you have any flab around there. You can disguise a large bottom by tying a small sash or tassled sarong just below your waist. Avoid large buckled belts, particularly ones that fasten right around the middle as they make you look shorter- a slinky silver link chain worn round the hips is much more flattering. You can wear a pair of ankle boots (in any colour you like) with an inch or two straight (not stiletto) heel and still look casual and be comfy whilst increasing your height. Wedge-heels are also useful- especially the sandals in summer- they make everyone's legs look longer and are far comfier than conventional heels, stick to a height you can actually walk in, no matter what the temptation to go higher- you'll only be embarrassed if you trip over. Don't be tempted to tent your top half in baggy clothes, you'll only make yourself look bigger- instead buy fitted shirts and jackets that nip in to create a "waist" (even if you don't have one of your own. Courduroy jackets are a good casual option, these days many have very feminine tailoring. If you have a good cleavage use it, by leaving the top few buttons of your blouse undone, this will help draw attention away from your lower half, which is invariably bigger- a distinctive necklace, or a scarf will have the same affect if you're not comfortable showing so much. Avoid polo and roll neck, and thick chunky sweaters- they only look good on super skinny flat-chested women. If you want to wear skirts, a floaty loose-fitting one in a light fabric is best, and keep it below the knee. In winter you can wear flat heel knee high boots (they tend to fit chubbier women better anyway, and are very fashionable right now), and in summer, go back to your wedges.
Without knowing more about your colouring its hard to suggest good colours, though brown skin is often complemented by whites, and pale blues and yellows. Avoid large prints such as big polka dots or flowers, as they make you look larger. And steer clear of horizontal stripes. Pinstripes and other verticals can make you look slimmer and taller but wear them in moderation or the trick becomes too obvious. Small prints can help to break up an area and make it seem less chubby, but avoid wearing them head to toe as this counteracts the affect. A single colour head to toe isn't always a good plan either. Always wear the darkest colour of your outfit around the largest part of your body. Hope this helps.

If you just need some basics, try Eddie Bauer petite. Though their ad campaigns are not "exciting", they make excellent clothes that actually fit without making you feel like you are bursting at the seams. For a less expensive option, Landsend makes a good pant for sizes 14P and 16P. Then, you could splurge on the sexy BCBG top. Good luck!
