It is 100% LEGAL. The only people that want to stop file sharing is the US government (fact! They want to restrict even more of their citizens freedoms!). The sharing of copywrited material such as music films and books is illegal, but the sharing of personal files is 100% legal.

Is it legal to own a car? Yes. Is it legal to drive that car? Yes. Is it legal to use that car as a getaway vehicle or weapon? Probably not. Same can be said about bit torrent, it's perfectly legal to use as long as you use it in a legal manner. By this I mean you must NOT download content that is copyright protected or the intellectual property of another party with out written consent or paying for it. However it is legal to download music, software, or other things that have an expired copyright, under GNU/GPL, or creative commons license. It is also legal to download music that you have already purchased and falls under the fair use clause. It's not the technology that's the legal problem, it is what YOU choose to do with it. Be smart and you'll be okay.
