I love this question. It never ceases to amaze me when I enter a stall, and there are...the remains of a previous visit, and all it takes to clear the offending mess is to flush. Some kids are afraid to flush the toilet, or forget to. (I'm talking about kids under eight or so) Then there are those unfortunate flushes where some things come back up due to back flow and bad plumbing, wherefore the offender didn't know he or she was going to offend. The third option is that some people are left of center and get satifaction from having the next visitor look at their excretions. Troubling, isn't it?

Here is a twist answer, to your question. many people are afraid to touch the commode handle, because of the germs. here is a remedy to this problem. use your foot, please. nothing more degrading than the sight of someone else's baby ruth, floating in the bowl.

What bothered me - just the other day - was that I passed a toilet that was - you know full - but with no Toliet Paper either. So not only did the perso not flush - but did not wipe either.

Um...that's just gross. This is probably just a routine habit for them and I would guess that they are inconsiderate and lazy at home as well. Or it could be that they simply stood up, zipped their fly and walked out, forgetting to flush. This could be the case if there are lines and they are trying to rush. Who knows?

LOL its because they want people to be horryfied when they see it. They want people to think wtf did they eat.

If I knew the psychology behind this I would make millions. Aside from bad plumbing or pressure issues, there is no excuse. Period. Why is it so hard for a person to care about the next one coming in??? It isn't like they are being forced to volunteeer their lives away for the benefit of mankind or something.
