I hope I didn't place this in the wrong category, but... I am about to start submitting writing to be published and I would like to use a pen name. Am I allowed to just make one up and start using it?

Yes & no ... of course you may just make one up, but before actually using that name, check it out to see if it is already in use ... you may get lucky with your first try at a new name, or you may have to try and try again and again ... ... I suggest using just two initials followed by a very common name, such as Smith or Jones ... just remain vague and there will be no problem.
