In most countries, a US driver's license is sufficient. Over the past few years, I have rented cars in England, Belgium and France without any problems. Since the European countries have joined the EU, that should apply throught Europe. My brother rented a car in Japan with his US driver's license, and that also worked out fine. They wouldn't let him rent a car in China, so I can't help you. My last trip to Russia was about four years ago, and I asked about a rental car but was told that it wasn't likely to happen unless I had made arrangements months in advance. I never found out if that was a problem of availability or whether they just decided that they didn't want Americans roaming around their country.

I've rented and driven cars in six countries. I used my US (Texas) driver's licence for all of them, even though I have an international driver's licence printed in four languages.
