  • yes indeed. A guy I work with is very good about paying his support and is a great father. So who do they go after? They even garnished his pay check and held his tax rebate and he's never even been late with a payment. He had a heck of a time getting it straightened out. However the guys that pay nothing are left alone. I guess they just go after the ones who are easiest to catch even tho there aren't any problems with them.
  • Our provincial system is not so much broken as severely understaffed. As mentioned in another answer, they go after the easy ones, but can't seem to get anything out of the hard-core cases; although, I have not heard of them going after anyone who really was up-to-date on the payments. The rules and regulations would work just fine if they could just use them effectively.
  • Holy hell, yes. I live in Georgia. The deadbeat lives in Alabama. We divorced in Mississippi, and that is where the order is. He is currently 10 months behind, and the warrant out for his arrest is about 1.5 years old. He didn't even bother showing up for his court appearance. I had to call them to tell them he was late because their system doesn't even give them a list of late payers. The warrant does no good unless he gets stopped in MS for something, so he gets off with no punishment. The court there doesn't garnish wages, suspend driver's licenses, report to credit agencies, or seize tax returns. They don't even send letters to tell him he's late. They told me there was nothing they could do since he was out of state. I opened a case with the DHS in Georgia almost 2 years ago which was supposed to get my case transferred here so that the payments would be held out of his paycheck. As it is now, he pays the court, and the court pays me. Totally efficient system, right? Well, Georgia has to go through the state where he lives, and they haven't even done anything with my case, and the caseworker takes 2 months to respond to my emails. She's not even available by phone. I would have to pay an attorney $4000 in fees to have it done myself, and I really can't afford to do that. It's really terrible that he gets away with this. All because the state is so incompetent. The former clerk who cut checks for the court went to prison for stealing money from the child support fund. The judges thought they were such geniuses for setting up their little "bank plan" to keep people from going through the incompetent DHS in Mississippi, but their little system isn't any better. Child support is such a joke.

  • Yes, the Missouri Child Support Enforcement agency is incompetent and worthless. My husband received a letter that he owed over $20K in back child support and they were going to take our tax refunds. According to the Federal Office of Child Support Enforcement handbook, which is online, the local CSE agency is supposed to notify the noncustodial parent when a case is opened and give them the opportunity to dispute the alleged arrears. We received nothing except the tax letter, which he did not owe. He called & they said he had to come into their office with documents, etc. After 2 1/2 hours, arrearage was reduced to $12K and after another visit of 1 1/2 hours it was reduced to $6K. After pages of documents and cancelled checks and proof that the child lived with us for a time, the arrearage was down to $1K, which we still did not owe. But we had to request an administrative hearing; which we won, as we should have, because it was already paid. His ex stated under oath that he had paid very little child support during first couple years after their divorce. We had original cancelled checks, with her signature on back, showing where checks had been deposited into her bank. When the hearing officer told her that he was holding the original cancelled checks, she became completely silent. (She chose conference call; we were there in-person.) She never thought he would keep the checks after 16 - 18 years. I keep them in the bank lockbox. But, nothing happened to her for committing perjury; and we were all sworn in and the hearing was recorded and transcribed in case either party disagreed with the hearing decision and wanted to file an appeal in circuit court. They did take our state and federal tax refunds, which they had to refund. (And, before we even got a hearing, my husband kept trying to contact the Director of Social Services, or someone in her office, but of course, they were all too busy to bother with a 'deadbeat dad'. So, he called the Federal Ofc. of child support enforcement, and they called back to let us know that someone from the MO Dir. of Soc. Serv. office would be calling us. And, they did, finally. He also called the State Auditor's offce about the c.s. audit she had conducted.) My friend's ex quits his job every 4 or 5 months, and she has to track him down for CSE! She always finds him before they do! Missouri CSE is a joke!
