If they feel there is anything suspicious about the mannerism of a driver or believe there is something wrong with the vehicle, they can run a check on the car. They don't need to pull you over to do it, as they can call in the license number to their dispatcher or do it directly from their own car. This is one of the ways they identify stolen cars and catch wanted criminals. No police officer can remember every circular they read, but they are trained to look for behaviour patterns. If you are actually pulled over by the police for any reason, they always run a check on your plates.

Absolutely. here is why. no. l license plates are public information, just like police reports. no. 2 police check license plates for stolen vehicles. 90% of the stolen vehicles would not be recovered, if this were not possible. no. 3 check licese plates registration for wanted criminals. no. 4 check license plates for outstanding traffic warrants. soon, in most states, all auto license plates, will have a bar code. the bar code will instantly give the officer all info. regarding the owner, who vehicle is registered to and if the vehicle is stolen. i believe the police will have a laser device, that can read the bar code from the police vehicle and instantly display the results on a computer screen. police work is becoming high tech.
