Do Answerbag's Terms of Use and Copyright statements mean that AB could sue someone for changing their answer, or "vandalizing" content?

Merely editing an answer does not do any financial damage to Answerbag, nor does it infringe on their copyright of that answer (you're editing the content, not duplicating it), so there's no grounds for a lawsuit. They could successfully sue for vandalism, but they probably wouldn't, as it's not worth the expense to do so. They'd merely restore the content from their backups and ban the guilty user from the site.
