Okay- my laptop does not have a Numlock key on it. And the instructions, "repeat whatever sequence you performed to turn on the numlock" doesn't help- you need another solution. And if you're like me, and you're squeamish about messing with the BIOS or Registries, I have an alternate answer for you.

Most laptops (and desktops) have programs for the impaired. If you look through the menu options under Programs -- Accessories, there should be a program called On-Screen Keyboard (or some variation thereof).

Once you start that program, it should have a separate 10-key section, and you should see that the numlock button is selected. Just click on it with your mouse to unselect it, and that should fix your problem.

For starters, there is usually a setting in the BIOS/CMOS that says whether or not numlock is on or off upon login.

Second option is changing a registry value:
    [HKEY_USERS.DEFAULTControl PanelKeyboard]
    Value Name: InitialKeyboardIndicators
    Data Type: REG_SZ (String Value)
Value Data: 0 = NUMLOCK off, 2 = NUMLOCK on

To cycle numlock without using the function shift key, you can use the onscreen keyboard. START>ACCESSORIES>ACCESSIBILITY>Onscreen Keyboard.

Lastly, confirm that mousekeys has not been turned on.

To deactivate: Control Panel>Accessibility Options>Mouse Tab
    and uncheck "use MouseKeys"

    Hope that helps
