Hell, it works for the Democrats all the time, tell everyone on public assistance you are going to be handing out a raise, more welfare, etc., and see how they vote. I think people getting money from the government should have their voting rights suspended until they are no longer receiving such aid since it is too easy to vote yourself a raise when on the system.

Certain key party officials, if/when successfully bribed, could/do influence others who can collectively "get out the vote". On the contrary, if certain palms are not greased, either with cash up front or exorbitant consultant fees, salaries, business contracts, sale of inflated products & services, housing, trips, tuition for family members, etc...sometimes support is withheld.
