Ronald Reagan. FDR was arguably "the greatest" - but not in a good way. He was great in the way a Hitler and Caesar were great: greatly guilty of great crimes on a great scale that rocked the world and damaged it forever. TR effectively invented the greatness of the presidency - the Imperial Presidency - itself. Nixon is somewhat guilty of greatness. He certainly aspired to it as none but FDR. The rest were non-entitities who had nothing but the greatness of the office itself (mere cogs in a machine), and in many cases did much to embarass or diminish it, Clinton most of all.
