    I doubt anyone could answer that. There's still debate as to the origins of that quote, it has been attributed to both Ben Franklin and Albert Einstein.

    I'm not sure when he was but it's almost like he is referring to the Obama administration following the Bush stimulus plans over and over and over. And nothing seems to happen.
