Use scissors to cut a shape from acrylic plastic (as from a blister pak). Paint the underwater area dark brown. Ordinary dust will look like transparent ice.

My village and train set is mounted on a 4x8' construction foam board. To make the pond I used parrafin wax purchased at the local grocery store. I dug out a shallow pond shape in the board about 1/8" deep and painted the hollowed out area white. Once the paint dried I melted the parrafin wax, and filled the cavity with the wax. When the wax set I gave it a quick buff with a soft cloth and using a pin I lightly made scratches in the surface to simulate skating marks. When the wax sets it becomes a frosty translucant ice. You can give the ice a blue or green tint by adding a very small amout of crayon flakes to the wax. I put in such a small amount that the color wasn't visable until the wax set. Melt the wax in a tin can placed in boiling water. BE CAREFUL when melting and pouring the hot wax.
