My toy Pomeranian is sneezing a lot but doesn't have a cough. There is some clear watery discharge from his nose, but it's there mainly when I walk him early in the morning. What could be going on?

It sounds like your doggie has allergies. I would check with your vet to see what you can do to relieve his symptoms.
