From my understanding you can still use PayPal until you've reached your spending limit. I'd still suggest being verified if you're using PayPal. I personally don't trust PayPal, but it's better than nothing, especially if you don't have a "real" credit card. (Debit cards are not the same thing.)
When PayPal says "Please view/print/save the documents below" about the User Agreement & the Privacy Policy, is that worth doing?

I think you can still receive money. There's a spending limit if you're going to send money, however. What's preventing you from verifying your account?
