hey did you get an answer to this question? i am having the same issue. i replaced the radiator, thermostat, and am now being told it is the head gasket. is it possible it is a clog?
sounds like you aren't getting enough air passing through the radiator while still. If you've got a fancy aftermarket front end, it could be the sort that is to restrictive and doesn't let enough air through unless you are at speed and have a fair amount of pressure.
Or, your engine might be producing too much heat - things like worn bearings and such can cause this.

You're reading 1997 Honda Civic EX over heating. New radiator, plenty of fluids, new thermostat. Fans are good, fan relays are good. It only over heats when your stopped at a red light or a stop sign. When you start moving, it cools back down. What is the problem?
