In California, I was cited for sliding through a stop sign which was in a mall parking lot. It is legal for the police to issue a citation on private property?

First, all states and jurisdictions have different laws. the answers here may or may not apply. in some states, private property owners have an agreement with the police to enforce traffic violations on their private property. in my state, we only issue reckless driving on private property and handicapped parking violations. so, running a stop sign, on private propery, with permission, is enforceable. was your citation a stop sign violation or reckless driving?
