While to some it might mean drinking, don't leave off the possibility of it meaning "to smoke cannabis." In certain circles "partying" is given as a contrast or alternative to "getting drunk."
No. Some people (mostly prostitutes) use the term as a euphemism for sexual acts/scenes. Teens tend to refer to getting drunk as partying, though there may be drug use as well. There are some sober parties, but some don't consider them to be fun. When I was in highschool, there were plenty of social get-togethers, but without any alcohol involved.
Nowadays, I can just go "clubbing" and drink if I choose to. It really isn't my thing, though.
