In the UK this is possible. There is usually a standard charge for sending text messages to mobile phones on the same network and a slightly different charge for sending to other networks.. Because of competition some companies have now stopped charging different rates and now just offer a flat rate between networks.

I'm a T-Mobile user in the U.S. and I can send text messages to any wireless user as long as their phone has the capability. They charge one flat fee regardless of the company.

You can text message to any cell phone which has text messaging features which the owner has not blocked. Some IM online products & mobile web sites can also send text to a cell phone from your desktop. You can also email a cell phone if you find the @company.net name which is used as "#########@whatever.aaa".
