In any state in the USA, you cannot sell property you do not own. The exception would be an abandoned car on your property. That would be yours to sell after you've made a reasonable effort to find the owner, then inform them they have a set amount of time to get their car...

If you mean can you be sold a car from a dealer or private owner that was at one time sold as salvage..yes..BUT..the title must be a salvage title..it has to state the car was salvaged.
