I hope it was a farmer. There's no reason for a "hunter" to kill such a young creature. (Well, maybe rabies, but that's rare in Alaska.)

Yes. There is a fraternity on my campus that makes pledgees choose between jumping off of a 10 ft. statue and landing on thier knees onto a hard cement floor, or shooting a puppy in the face to gain entrace into the frat. I would guess that over the years, someone has probably elected to shoot the pup as inhumane as that sounds...
