The art of ballet did not emerge until the late 1400s in Italy. Italy began the ballet tradition, but it was the French that enabled it to blossom. Incorporating aspects of Italian ballet, French ballet gained prominence and influenced the dance genre internationally. In the last century, the United States also developed its own ballet traditions, most notably with choreographer George Balanchine.

i read somewhere that it was created in the 1600s by Louis XIV of France and it developed from there the thing about Ballet is though that it is changing and evolving all the time with each new choreographer who creates a new ballet

I am sure it develop over a period of centuries of music and dancing, mostly in Europe.

I'm thinking the French. Of course, people were dancing in similar choreographed story dances long before it became known as ballet.
