In seafaring terms, Badger Bag is King Neptune's helper. As it relates to the hazing activites surrounding a ship's crossing of the equator, Badger Bag would be represented by a sailor (perhaps, in days of yore, dressed in mottle, or scraps and ends; hence the name) and would shave the "first timers" heads and other such activities.
A "Badger Bag" in seafaring terms, is a term used to describe an undisciplined collection of odd bits.
Badgers have the tendency to wander about and will sometimes find something they like to bring back to the burrow. They then toss it in a corner as one of their most prized possessions.
People have the same tendency and so large bags made for them were termed a "Badger Bag." Since many were made from carpet fabric, they were also called "Carpet Bags."
We now know them as "Tote Bags." and they are made in a variety if sizes and shapes.
