I'm not an attorney or insurance professional, but here's my understanding. This may vary some by state. If the driver of your daughter's car was at fault in the accident, then your daughter is liable, and her insurance on the car will hopefully cover the other parties. If she had collision insurance on her car, then she can claim it against that. Whether she has any legal claim against her friend is another question, which probably will require an attorney. Insurance is generally tied to the car, and covers someone driving with the owner's permission.

I am curious as to why you would seek payment for a car belonging to your adult daughter. Typically, the insurance follows the vehicle and NOT the driver. Depends on the laws where you live, but that is usually the case. Your daughter should seek payment from her insurance company. If she has no collison insurance on the car then she is out of luck unless she can file and win a civil suit against the driver who totaled her car.
