I find it quite difficult to blow. But by the 3rd time the light turns red again, I try to hit the horn really fast so that it's like half a blow. Raised in the deep south it just seems so rude, sugar plum, to go around tooting your horn at good folks for nothin' more than the fact that they were probably just enjoying the scenery or were gettin news on their cell phone about their poor Aunt Ida who tripped in church last Sunday and broke her poor arm. They have enough problems without me blarin' away at'em.

Yes, I do. I beep when people don't use their turn signals. Morons. It's a simple thing and it can save you from hurting yourself or someone else.
But the other day, I was looking for a CD while sitting at a stop light and I had my CD case rested against the steering wheel...It pressed on the horn and I accidentally beeped a really long, loud beep. The people around me where apparently really irritated because as we drove away, they beeped back at me. And as I turned off the street onto my street, they beeped again.
It was a little embarrassing, lol.

You said "to" people, not "at" people, so I'm assuming your question meant "Do you greet people who might not see you by honking your horn?" And the answer is NO NO NO NO NO NO NO!!!!!!!!!!!!!!!! A horn should be used for one thing and one thing ONLY, and that is giving a signal about traffic conditions! There are probably a lot of people like me who immediately tense up for a possible accident when we hear a horn. It's an especially bad idea if there are kids riding bicycles on the street--they may be scared, swerve around to look behind them and ride right in front of a car.

Rarely. I try to use it in extreme cases, like to avoid an accident or if the person in front of me hasn't noticed that the light has changed and its been green for quite a while.
