i dont know exactly where the plane is but i do know how to get one for you. go to a good cheat site like cheatworld.com and look up vice city stories for psp. im pretty sure that you will find a cheat posted on there on how to get a plane. sorry about how i dont know where it is in the actual game play but i know there are alot of cheats for games like vicecity.
